The law enforcement official from the central England region has called for an urgent review of the decision to ban Maccabi Tel Aviv's fans from being present at the forthcoming game.
The commissioner, who supervises the police department, states that this appeal aims to verify whether the ban is appropriate, necessary, warranted, reasonable, and a proportionate measure to achieve a legitimate aim.
"That should involve evaluation of all and any possible appropriate, alternative options," Foster emphasizes.
He has also asked to examine the official ruling and suggestion from the safety committee, as well as the law enforcement evaluation.
He underscores, however, that the final decision rests with the advisory group and the police.
